Removals of five or more trees, or 20 percent or more of the overall trees on the property, also require review by the city’s BOSTA Committee. All contractors performing tree removal in Ladue must be licensed through the city.

City of St. Louis

The City of St. Louis, which is a separate jurisdiction from St. Louis County, requires a permit from the Urban Forester before anyone prunes, treats, or removes a city tree. The City’s Forestry Division issues these permits, and there are no fees for removal of dead or hazardous trees. Removal of healthy trees does carry a fee, which is used to offset the cost of planting a replacement.

Cities Where Permits Apply Primarily to Right-of-Way Trees

In these municipalities, removing a tree on a residential private lot generally does not require a permit, but trees in the public right-of-way follow a separate city approval process before any work can begin.

Clayton

Clayton takes a different approach for private property. According to the City of Clayton’s FAQ page, permits are not required for trimming or removal of trees located on private property. However, if tree removal coincides with a construction project, the city’s Trees and Landscaping Regulations apply and compliance is required. Street trees and trees in the right-of-way are a different matter: their removal requires prior city approval regardless of the tree’s size or condition, along with replacement or payment into the City’s Forestry Fund.

Kirkwood
